Chief Executive Officer
Purpose
Operational Continuity: To provide a permanent, full-time administrative head who keeps the board's office running smoothly while Board members focus on high-level deliberations. Separation of Powers: To separate governance (the Board) from daily administration (the Secretariat), preventing conflicts of interest and promoting transparency. Legal & Statutory Custody: To act as the official legal repository, record keeper, and custodian of the board's seals, minutes, and official institutional memory. Institutional Representation: To act as the official face, primary point of contact, and communication channel between the board, the county executive, and the public. Prudent Resource Management: To serve as the designated Accounting Officer, taking personal legal responsibility for how public funds allocated to the board are spent.
Mandates
Executing Board Decisions: Implementing all resolutions, policies, development strategies, and business plans passed by the Board members Secretariat Management: Leading the daily operations, supervising staff, and directing administrative activities of the board's secretariat. Financial Accountability: Managing the board’s approved annual operating budget, ensuring prudent resource utilisation, and establishing internal audit systems. Strategic Communication: Serving as the structural bridge to ensure regular and effective communication flows between the Secretariat staff and the Board members. Compliance and Legal Advisory: Guiding the board on statutory compliance, professional standards, and aligning operations with national laws. Fostering Integrity: Enforcing a professional corporate culture focused on ethical practices, national values, and constitutional principles.
