Biography & Professional Mandate

H.E Joshua Wakahora Irungu, EGH, is an accomplished leader, development practitioner and passionate advocate for community transformation whose life and career have been defined by an unwavering commitment to public service. As the inaugural Governor of Laikipia County and one of the pioneering architects of devolved governance in Kenya, he has played a central role in shaping the county’s development journey and advancing the aspirations of its people.

A firm believer in the transformative power of grassroots development, Governor Irungu has dedicated more than two decades of his professional life to improving livelihoods, strengthening institutions and empowering communities. His leadership is anchored in the conviction that sustainable progress is achieved when governments place people at the heart of development. Throughout his career, he has championed practical solutions to the challenges facing rural communities, particularly in agriculture, natural resource management, economic empowerment and service delivery.

He first assumed office in 2013 following the advent of Kenya’s devolved system of government, becoming the first Governor of Laikipia County. During his tenure, he laid a solid foundation for county governance and spearheaded transformative investments across key sectors, including healthcare, infrastructure, agriculture, education, water and security. In recognition of his enduring connection with the people and his track record of service, the electorate returned him to office in 2022 under the United Democratic Alliance (UDA), entrusting him with a renewed mandate to accelerate the county’s development agenda.

Academic Foundation

Governor Irungu’s leadership is underpinned by a strong academic background in agriculture, rural development and environmental stewardship. He holds a Master’s Degree in Agriculture and Rural Development from Kenya Methodist University and a Bachelor’s Degree in Natural Resource Management from Egerton University, one of Kenya’s premier institutions of higher learning. His academic training equipped him with a deep appreciation of the intricate relationship between agriculture, environmental conservation and socio-economic development an understanding that continues to inform his policy choices and governance philosophy.

Professional Journey

Before venturing into elective politics, Governor Irungu built an impressive career in public service and international development, gaining extensive experience in community-based programming and rural transformation. He began his professional career in the Ministry of Agriculture serving as a Divisional Agricultural and Livestock Extension Officer for Laikipia West and Nyahururu divisions between 1997 and 2000. In this capacity, he worked closely with farming communities, helping smallholder farmers adopt improved agricultural practices and enhance productivity.

Driven by a desire to create broader and more lasting impact, he later joined development programmes supported by the United States Agency for International Development (USAID). There, he oversaw the International Small Group and Tree Planting Programme (ISGTPP) an initiative that promoted environmental conservation, sustainable livelihoods and community empowerment. Through this work, he developed an intimate understanding of the challenges facing rural communities and cultivated a practical, people-centred approach to development.

Over the years, Governor Irungu established himself as a respected development specialist, with extensive experience in agricultural development, environmental management, governance, poverty alleviation and community mobilisation.

In February 2019, he was appointed Chairperson of the Water Services Regulatory Board (WASREB), where he provided strategic leadership in strengthening governance within Kenya’s water sector. During his tenure, he championed efficiency, accountability and improved service delivery, contributing significantly to national efforts aimed at enhancing access to safe and reliable water services.

A Visionary Leader for Laikipia

First Term as Governor (2013–2017)

Governor Irungu’s first term marked a defining chapter in Laikipia’s history. As one of the first county governors under the devolved system, he faced the immense task of establishing governance structures while simultaneously delivering tangible development outcomes. Under his stewardship, the county embarked on an ambitious development programme focused on improving livelihoods, stimulating economic growth and expanding access to essential services.

His administration prioritised strategic sectors including agriculture, healthcare, education, infrastructure, tourism, energy and security, recognising that sustainable development requires a holistic and integrated approach.

Transforming Healthcare Services

One of the administration’s most notable achievements was the expansion and modernisation of healthcare services across the county. More than twenty new health facilities and dispensaries were constructed, bringing healthcare closer to communities that had historically faced challenges in accessing medical services. The county also procured seven ambulances to strengthen emergency response capabilities and upgraded key hospitals to referral status, complete with modern operating theatres and intensive care facilities. These investments significantly improved access to quality healthcare and laid the groundwork for a more responsive and resilient health system.

Investing in Infrastructure

Recognising infrastructure as a critical driver of economic growth, Governor Irungu’s administration undertook one of the most extensive road development programmes in the county’s history. More than 3,000 kilometres of roads were opened, rehabilitated, graded and improved, enhancing connectivity between communities, markets and social amenities. This substantial investment not only facilitated trade and mobility but also unlocked economic opportunities across the county’s vast geographical landscape.

His administration further strengthened community safety through the construction of police posts in areas vulnerable to insecurity, helping to foster a safer environment for residents and investors alike.

Agriculture and Household Empowerment

As an agricultural expert and passionate advocate for rural development, Governor Irungu placed agriculture at the centre of his development agenda. His administration introduced the Household Economic Empowerment Programme (H.E.E.P), an innovative initiative designed to uplift vulnerable households by providing opportunities for income generation and economic self-sufficiency. The programme sought to address poverty at the household level while promoting sustainable livelihoods and community resilience.

Championing Renewable Energy

The Governor also demonstrated remarkable foresight in promoting renewable energy and environmental sustainability. Through strategic partnerships and investments, Laikipia emerged as an important contributor to Kenya’s clean energy ambitions, with solar power projects generating approximately 20 megawatts for the national grid.

This commitment reflected his broader vision of balancing economic development with environmental stewardship.

Education and Youth Development

Understanding that education remains the cornerstone of social and economic progress, his administration invested heavily in Early Childhood Development Education (ECDE). More than 250 classrooms were constructed across the county, creating conducive learning environments for young learners. Additional investments in youth empowerment, sports development and talent nurturing programmes provided opportunities for young people to realise their full potential and contribute meaningfully to society.

Renewed Leadership and a New Chapter (2022–Present)

Following his resounding victory in the 2022 General Election, Governor Irungu returned to office with renewed vigour and a clear vision for Laikipia’s future. His second administration is focused on consolidating previous gains while accelerating development across all sectors. Key priorities include enhancing agricultural productivity, strengthening healthcare systems, expanding water access, improving infrastructure, creating employment opportunities, promoting investment and leveraging technology to improve public service delivery.

A practical farmer in his own right, Governor Irungu frequently uses his farm as a demonstration site where farmers can learn modern agricultural techniques and best practices. This hands-on approach exemplifies his belief that leadership should inspire action through example.

Leadership Philosophy

Governor Irungu’s leadership philosophy is deeply rooted in service, integrity and inclusivity. He firmly believes that the true measure of leadership lies not in authority, but in the positive impact made on the lives of ordinary citizens. His open-door approach to governance and commitment to public participation have earned him widespread respect across Laikipia. Affectionately known by many residents as the “Chief Servant,” he views public office as a sacred responsibility entrusted to leaders by the people.

A steadfast champion of devolution, he remains convinced that empowering local communities and strengthening county governments are essential to achieving equitable development and national prosperity.

Personal Life

Beyond public office, Governor Joshua Irungu is a devoted family man. He is married to H.E Grace Wakahora and together they are blessed with three sons and a daughter.

Despite the demands of leadership, he remains deeply connected to his roots and maintains a keen interest in farming, environmental conservation and community development. His personal values of humility, hard work and service continue to shape both his leadership and his interactions with the people he serves.
